Setting up a newsletter is very easy.  First of all, try to find an email marketing software that suits your needs and budget. Most of these applications have hundreds of templates that you can use so you can literally start right away. If you prefer your own template, you can commission someone to design your newsletter for you.

Plan your newsletter editions issues in advance.  Don't just prepare topics for one issue; plan ahead for 3 months or so. This way, there is a 'natural build up' of topics or at least a natural grouping of topics instead of jumping from one point to another.

 

Create a client database.  Of course, what's a newsletter if you don't have a list of people to send it to? As such, ensure that your site has a facility for visitors to sign up for your newsletter and ask them to recommend your newsletter and site to family and friends as well.
